Keyboard or organ?

I have spoken to George about his Wersi OAX1 and he says it is an organ (it has foot pedals) .. a one manual organ. In the picture below you can see on the right that it has drawbars. So is it this that makes it an organ? Is a keyboard with foot pedals an organ?
